Recently, Telegram CEO Pavel Durov found himself in legal trouble as he was released from prison and placed under judicial supervision with stringent conditions. One of the conditions includes a hefty €5 million bond that Durov must deposit. Additionally, he is not allowed to leave French territory and has to report to the police station twice a week based on the bond conditions set by the Paris Judicial Court.
Durov has been officially charged with six offenses, which include “complicity in the management of an online platform allowing illegal transactions in an organized gang,” money laundering, and refusal to provide information to authorities. The charges were brought after Durov failed to respond to judicial requests from various investigative services related to drug trafficking, child sexual content, and fraud investigations. This led to an investigation into the possible criminal liability of the leaders of Telegram, according to France’s anti-organized crime authority.
The French Center for the Fight Against Digital Crime and the National Anti-Fraud Customs Office are conducting subsequent investigations based on allegations that Telegram failed to register its encrypted messaging services with the French government. Durov, known for his commitment to free speech and reluctance to moderate content on Telegram, has faced criticism from child safety groups for allowing the platform to be used for illegal activities such as CSAM. While Telegram claims to remove CSAM from public channels using moderators, AI, and user reports, it has not established a method for reporting illegal content in private chats.
The arrest of Durov has sparked reactions from advocates of free speech and figures in the tech industry. Many view the arrest as a violation of human rights and question whether leaders of other social media platforms would also be held accountable for misuse by individuals. Some speculate that French authorities may be attempting to control or access communications on Telegram. However, French President Emmanuel Macron has clarified that Durov’s arrest is part of a judicial process without any political motivations behind it.
